The calling function is located on the new beta app from the call icon, but it isn’t officially active just yet. WhatsApp video call feature is only available for those who have updated to the latest beta version of the app. The app is offered to beta testers from Google Play’s beta testing program. If you don’t want to join in the testing program, still you could get it from the ApkMirror website to enable video calling on WhatsAapp.
The changelog for the latest WhatsApp 2.16.81 update for Android mentions clearly that the video call option has been added to the app but it is not active yet and will be made available soon. Apart from this major feature, there are no new visual changes except the usual performance improvements and bug fixes.

Either they can make a voice call or a video call to the contact whose chat screen is presently open.
